      MATOC’s day-to-day operations were conducted by a Communications Facilitator whose primary role was to act as the “communications hub” among the stakeholders and affected local transportation and public safety agencies. The Facilitator and support staff were also responsible for developing, maintaining, and using processes and tools such as the Regional Integrated Transportation Information System (RITIS) to facilitate coordinated responses between operating agencies, and working with key agency personnel on pre- and post-incident analyses to improve operating procedures.

RITIS was maintained by the Center for Advanced Transportation Technology laboratory at the University of Maryland. RITIS data originated from the incident management systems of the Maryland SHA (CHART), DDOT (CAPTOP), VDOT (OpenTMS) and the service disruption data from WMATA.
