General requirements for system functions and performance:

  • The AWIS solution must acquire traffic data throughout the work zone and display predetermined information to motorists automatically without operator intervention after system initialization.
  • Real time information must be displayed to the motorists using a portable changeable message sign (PCMS).
  • The AWIS must be controlled either locally or remotely, by a dedicated controller or computer.
  • Authorized users must be able to override motorist information messages, both locally and remotely.
  • Traffic sensors must not require adjustments after initial deployment.
  • All messages displayed must be authorized before use, including the message content and threshold used for triggering the message.
  • The user interface must, at a minimum, provide the user with a list of AWIS PCMSs in the field, location information for each AWIS PCMS, and a real-time on-board display of the message in the field. Control options must, at a minimum, provide the user the ability to change on-board messages and flash rate.
  • Display predetermined speed, delay, diversion, and lane closure messages to motorists when user adjustable thresholds are exceeded.
  • Update speed and delay advisory PCMS messages at least once per minute. Actual message updates must be consistent with traffic conditions.
  • Select messages for each PCMS independently, based on the traffic conditions downstream of the PCMS.
  • Record motorist information messages in comma-separated value (CSV) file format with time and date stamps including message overrides with user ID.
  • Display default messages when traffic conditions, system algorithms, and user parameters do not dictate that an advisory message should be displayed.
  • Display separate, independent default-messages on each PCMS.
  • Analyze traffic parameters in work zones in which there are multiple speed limits.
  • Include user adjustable parameters related to motorist information messages including:
    - Message update frequency
    - Minimum delay necessary to trigger a delay advisory message
    - Persistence of delay before a delay message is displayed
    - Level of delay required to trigger a diversion message
    - Change in delay needed to cause a delay advisory message update
    - Change in downstream speed at which a speed advisory message update occurs.
  • Be able to operate independently of the public cellular phone system for incoming data to insure the reliability of communications
  • Communicate independent of line of sight or distance
  • Incorporate an error detection and correction mechanism to insure the integrity of all traffic conditions data and motorist information messages
  • Configure automatically during system initialization
  • Use an accurate speed measurement technique that will allow highly-specific motorist information messages. Speed must be measured within 5 mi/h accuracy.
  • Collect accurate traffic data that is archived in with time and date stamps. Archived speed data must be able to be aggregated into operator definable time increments (e.g., 30, 60 seconds, etc.), and accessible 24/7 to the Engineer in CSV file format.
